
SPRINGFIELD – After reviewing findings released by the Recruiting and Retaining Public Employee Firefighters and Paramedics Task Force, State Senator Patrick Joyce is calling for legislative action that would address the shortage of firefighters and paramedics in the state.
“With this task force we were able gather voices from every angle to bring grounded solutions to the table,” said Joyce (D-Essex), who served as co-chair of the task force. “We had members from both sides of the aisle, the Office of the State Fire Marshal, Associated Fire Fighters of Illinois, Illinois Municipal League and more.”
Joyce led a measure in 2023 to create the Recruiting and Retaining Public Employee Firefighters and Paramedics Task Force in order to address the state’s shortage of firefighters and paramedics. The task force, in conjunction with the Office of the State Fire Marshal, released the following recommendations to address the shortage:
- Streamline certification processes and remove barriers for firefighters by providing financial assistance through MAP grants, lowering the minimum age requirement for firefighter eligibility to 18 years old and identifying ways to assist active military personnel with a smooth transition into the fire service.
- Address disparities between current and future member retirement benefits to make the fire service more competitive with other professions and trades.
- Standardize paramedic licensing and program approval processes. Allocate funds to eliminate financial barriers for individuals seeking paramedic credentials and support full time career fire departments in providing necessary training.
- Explore opportunities for regionalization of fire protection agencies to optimize resource sharing, including apparatus, staffing and administration, to improve response times and service delivery.
Two bills, Senate Bill 2161 and 3018, have been introduced based on conversations and meetings by the task force, and both are carried by Joyce.
Joyce will work toward implementing the recommendations of the bipartisan task force.
